Artillery: Case shot query
Given the choice of firing shell (modifier +3) or firing shrapnel (modifier +2) there seems little point in a battery ever using the latter in a game, (unless it has already run out of shell). However, I recall reading that the Austrians use of shrapnel during 1866 gave them a tactical advantage over their Prussian opposites, (I don't even think the Prussians had access to shrapnel). Is this reflected in the rules somehow? I guess I could simply swap the above modifiers, however it would be good to know what's intended or if I've simply overlooked something in the rules. Any thoughts anybody :) ?
