Firing - Declaring targets
Firing is taken by units sequentially. If the desired effect is not attained (eg 10% casualties), then a player may decide to have a second unit fire at the target. This is unrealistic comes under what I think of as gamesmanship.
Units should have to declare their target/s before firing. Once a unit has been fired unpon by one or more enemy no further declarations can be made against that target.

The rules have nothing to say on the subject, but I agree. Targets should be nominated and no deviation allowed. To chop and change is gamesmanship and unrealistic.

9.6A OPTIONAL: MULTIPLE ATTACKS ON ONE TARGET.
Players must designate which units are firing at a particular target at any one time before resolving firing. Players may not fire with one unit at a target, await the result and then fire with further units. All firing at specific targets must be declared and carried out at the same time.
