How close may non chargers approach.
In the Movement chapter (Normal Movement- 5) it states that no unit may voluntarily move into base contact with an enemy unit during the movement phase. So how close can a unit approach an enemy unit during the Movement phase? In your 'Guns at Gettysburg' rules there is, I believe, a minimum distance set that a unit may not approach an enemy without having charged.
I recently had an enemy dragoon unit in "Collumn of Companies" ride right between an infantry square, deliberatly placed to block a gap, and an obsticle. The player claimed that the dragoons could fit through the gap with out making contact with the square and could therefore legaly make the move.
In the same game I had an infantry unit in Line formation lining a hedge for cover. An enemy infantry unit, also in Line, advanced to the same hedge and proceeded to claim the two units were not in contact, being seperated by the hedge, and was also entitled to claim cover from fire from my unit as it too was lining he hedge.

Units can approach as close as possible without making contact.
So if infantry formations wish to stand toe to toe - then they may.
If two units are literally lining the same wall or hedgeline - then niether may apply the cover modifier! They are simply firing straight over it.

I can sympathise. Your only real options are to fire into the flank (+1 column, +2 enfilade) or shoot them in the rear as they go past (+1 column and a morale check).
Unfortunately, an average roll (7) on the musketry tables and the +3 only yeilds 1 casualty (as only 1/4 of figures can fire when in square the <10 column is likely to be used here). :(
Shooting them in the arse gives you a 1:6 chance of a falter or worse assuming no modifiers to the morale throw.

I see now that it is Skirmishers that can not approach to within 5cm/3" of formed enemy.
