Is the scale of this ruleset the same as BG (20:1 or 10:1)?
Is the basing scheme the same?

Basing is generally the same and scale is 20:1 or 40:1

Thank you. Do skirmishers actually appear or are the abstracted at the 40:1 scale?

Yes they do appear.
Hole unit may go into skirmish with minimum 2" between bases.
